In the branch of OAO «With ECC» « there is the Regional controller’s management of grid of Republic of Tatarstan» (RDU of Tatarstana) a priemo-peredayuschaya keystation (CPPS), allowing considerably to promote efficiency of operativno-dispetcherskogo, is put into an operation and maintenance phase
management the objects of regional electroenergy. CPPS is to one of basic elements of the systems of telesignalizacii and teleizmereniy (TS and TI), responsible for the capture of data about current status of the power system. Replacement of CPPS in RDU of Tatarstana is produced within the framework of the investment program OAO «WITH ECC» on 2008-2009
in accordance with the standards of operativno-dispetcherskogo management of ECC of Russia accepted in the System operator.New programmno-apparatnyy complex CPPS «SMART-FEP» Russian developer of joint-stock COMPANY «Rtsoft» has the extended functional, possesses a large fast-acting
and by the improved possibilities of reception and treatment of teleinformacii, acting on ductings of teleautomatics of different types, and also supports modern international protocol of exchange information of MEK 60870-5-104. Presently RDU of Tatarstana in the process of operativno-dispetcherskogo
managements are carried out by monitoring of the state 39 objects of regional energy. But until now from nedostatochnoy power of operating CPPS «KOTMI» exchange with them carried out on information more difficult and less reliable to the chart – through large-sized key
connections, on a few the objects of energy on one knot. Putting into an operation and maintenance phase «SMART-FEP» will increase the amount of ductings of transmission information, that will allow to organize a direct exchange teleinformaciey with all controlled objects of regional grid
and the same to promote the failsafety of monitoring of regional power objects. New CPPS provides retransmitting of teleinformacii on higher and parallel levels of controller’s management: in CPPS ODU Middle Volgi and in OIK RDU Tatarstana.
In addition, «SMART-FEP
leaving after it the functions of management the existent inlaid controller’s shield in controller’s center RDU Tatarstana. Also on a base CPPS «KOTMI» retransmitting of teleinformacii will be continued in OIK of OAO «Generating company» and center of management the networks of OAO «Network
company», entering in the complement of OAO «Tatenergo», as programmno-apparatnye complexes of these companies while do not support more modern international protocol of exchange information of MEK 60870-5-104, used in the systems of teleautomatics of OAO «WITH ECC».
