Thus from inaction «Rusgidro» debt of contractors before Boguchanskoy hydroelectric power PLANT makes today an about 1 milliard of roubles and continues to grow. So, in spite of decisions, accepted by the investors of project BEMO in relation to the necessity of decline of cost of works
on basic contractors on 10-38%, JOINT-STOCK COMPANY «Building organizer BOGES», the management of which consists of representatives of OAO «Rusgidro», not only them does not execute but also insistingly requires to pay works for the overpriced prices which do not even take into account actual
decline of cost of materials and services, produced OAO «BOGES» (including the production of concrete and bituminous concrete, work of faucets), on 18% as compared to 2008. Moreover, joint-stock COMPANY «Building organizer BOGES» tries to enter into new contracts, cost on
which overpriced and does not take into account the method based on the use of state element estimate norms concerted by investors (GESN). Thus volume of financing of building of Boguchanskoy hydroelectric power PLANT on the second quarter of 2009 and detailed register of payments
were ratified on Board of directors of OAO «BOGES» in April, 2009. RUSAL with passing executed the obligations under financing of construction-works, transferring as early as April all money facilities for May. Thus, in the second quarter of 2009 of RUSAL already
transferred 969 million roubles. Remaining 807 million roubles will be transferred in June, 2009, that will allow fully to provide a requirement in financing of the second quarter of 2009 in accordance with the decision of Board of directors of OAO «BOGES». In spite of the fact that payments
carried out in strict accordance with the ratified register of payments, by contract organizations take it easy to extinguish the creditor outstanding debt for materials and services of OAO «BOGES», which presently makes 480 million rubl
nepogashennykh advances makes more than 500 million roubles. Thus, lump sum of debt of contractors before OAO «BOGES» makes an about 1 milliard of roubles. Thus «Rusgidro», to according to «Rusala», blocks going of the proper lawsuits to the court for a penalty
to outstanding debt from contractors and return of advances in the case of non-fulfillment of works. Such relation can testify only that Rusgidro is not interested in effective control after investments in building of BOGES, including budgetary
