The director general of IPEM Yuri Saakyan came forward with a lecture «Expedient measures of state support of associate industries – energy and power engineer – in the conditions of reduction of the investment programs of generating companies». Yuri Saakyan considers that necessity of adjustment of the investment programs of generating companies, developed on the basis of prognosis of growth of elektropotrebleniya on 4-5% in a year, needed and to beginning of the crisis phenomena in the Russian economy. For years intensive
economic development in a period 2000-2007 years the middle increase of consumption of electric power made only 2,3% in a year. Already now preliminary information for the first quarter show reduction of demand on electric power on 4% as compared to the first quarter of 2008.
In such terms oriented on the prognosis indexes of Genskhemy already beside the purpose.Lowering adjustment of Genskhemy will reduce the sharpness of problems of generating companies, arising up in connection with sharply growing short availability of debt funds. At the same time, even
if adjustment will be carried out, a requirement in state support of realization of the investment programs of private generating companies will be saved. State support can be realized variously is a grant of gosgarantiy on credits,
project financings from Veba, or subsidizing of interest rates on credits. But at the observance of certain principles of selection of concrete projects, such support will fully answer state interests and active tasks on antikrizisnomu
to adjusting of economy.Yuri Saakyan told that during work of workinggroup at Committee on the power engineer of Union of machine builders of Russia such principles of selection were formulated, and the list of priority objects, answering was certain
to these principles. In the process of work a concordance was carried out with razrabotanny
in an electroenergy, which answer interests of national economy, and for realization of which it is expedient to select state support, were formulated next principy:- maximal acquisition of projects the equipment of Russian
production for achievement of multiplicative effect;- decline of risks of deficit teplo- and electric power in a regional cut;- providing of reliability of work of OES (EES);- optimization of fuel balance due to maximal possible
the uses of coal and increase of efficiency of the use of gas are in fuel balance of electroenergy;- possibility of export of electric power;- typification of basic power equipment;- mastering of production of new standards
power equipment.The selection of facilities on investment projects, based on the equipment of the Russian production, will allow to the selected money to work in an economy repeatedly. Thus an industrial production will grow in contiguous industries,
taxes and salary will be paid.Presently production possibilities of enterprises of the Russian power engineer allow to complete an equipment building near 6-7 Gvt energoob’ektov annually, therefore even
taking into account the present contracting ordering fulfillment on an equipment for the power projects supported by the state can be executed on existent productions without the necessity of expansion of production. At the same time, claim of similar
list of primary objects creation of which would be supported by the state, would allow to the enterprises of power engineer and their suppliers more confidently to plan the current and investment activity in crisis terms.On
to opinion of Yuri Saakyana, at the observance of the resulted principles it is possible to attain high efficiency of state support of realization of investment projects in an electroenergy. Thus simultaneously will decide not only tasks actuality of which
it was high and in a dokrizisnyy period, but also new, which stand before the Russian economy and Russian industry presently.
