The director general of IPEM Yuri Saakyan came forward with a lecture «About development of project of Strategy of development of heavy engineering Russian FEDERATION on a period to 2020 year» on meeting of Committee on the heavy engineering of Union of machine builders of Russia. Yuri Saakyan told that to the present tense at the market of products of heavy engineering there was a critical situation, which is characterized by the low competitiveness of products, lack of financial resources, absence of investments in NIOKR
and modernization of equipment, by technological lag, moral and physical wear of production equipment, and as a result, by the decline of sales and loss of positions on oversea and internal markets. Even in relatively happy 2008 to the year Russian
market of products of heavy engineering more than on 70% consisted of the imported equipment.At the maintainance of existent tendencies and absence of active actions the complete collapse of industry of heavy engineering will happen from the side of the state, by consequences
which will become considerable growth of costs in TEK, metallurgy and mining complex due to the complete passing to the imported equipment and dangerous strengthening of dependence on the foreign oligopoly of suppliers of equipment and service.For prevention such
scenario of development, the row of system and antikrizisnykh measures is offered in the project of Strategy of development of heavy engineering.System measures plug in itself measures on the increase of investment attractiveness and internal market development, to support
export, to the increase of competitiveness of enterprises of industry and on defence of internal market.It is especially necessary to mark among the offered system measures: - bringing in of foreign producers to the Russian market creation of joint ventures
with the obligatory transmission of technologies; - tax stimulation of enterprises, buyings in the products of the Russian enterprises of heavy mashinostro
enterprises, created with participation foreign companies, providing the transmission of technologies and localization of products at level no less 70%; - state sofinansirovanie of key NIOKR and primary investment projects; - increase
import custom duties on the prepared products and large knots, producible in Russia.In same queue the measures of antikrizisnogo character are plugged in itself: - grant of having a special purpose state credits on refunding of bank credits to the enterprises
industries; - presentation of state guarantees to the enterprises of heavy engineering for bringing in of credits on addition to the circulating assets; - initiation of anti-dumping investigations, with subsequent establishment of the imported duties
at level 40-50%; - including of basic enterprises of heavy engineering in «List of sistemoobrazuyuschikh organizations» with the purpose of bringing in of national support.
